Judge Frank Caprio has a defendant in court with over twenty arrests for panhandling.
As a police officer, this is an excellent illustration of some issues in our legal and mental health system. This guys lawyer can’t get him placed into a treatment facility. So back on the street, he goes. Hopefully, by sending the defendant to jail it gives time to find a treatment center for him and get him the help he needs to not come back to see Judge Caprio.
