Multiple TASER shocks and baton hits fail to affect suspect in public

A customer at a McDonalds in Riverdale MD, got this video of a man resisting arrest. It takes multiple TASER hits and also multiple baton hits before the man can be taken into custody.

No clue what drug he is on, what mental issue he has, or a combination of both.

The description of this video on YouTube says

about 4-8 mins before the police arrived , this man was inside the McDonalds located in Riverdale MD on Kenilwoth Ave. When I first noticed him, he was just talking to himself. After not paying attention to what he was saying, he began to bang on his table like if it were drums and was doing it a bit too loud. I had just assumed he was a person of special needs maybe and once again, didn’t pay attention. He soon started punching his table like if it were a person and knew, he was becoming aggressive and an endangerment to the publics safety. My mom had asked an employee at this point if they had called the police and they had responded saying “yes, they’re en route.”

I don’t know what this agencies use of force policy reads like. In my mind these officers did this right. Firstly the officer did not try to us Pepper Spray inside with all the other customers around. Also when he pulled the baton he waiting to use baton strikes till he was in the lobby, away from customers and tables. As soon as a second officer was on scene they got the guy outside and away from other people.

One thing causes me some fears. Check out the number of people with cell phones out recording this incident. Some of them are even jockeying for a better view. At what point could someone put themselves into harms way by trying to get a better view? At what point will an officer be forced to shoot a suspect because a citizen has interjected them self into a situation that puts them in danger of harm?
